Plateau State Collaborates with Kukah Centre to Tackle Insecurity

The Kukah Centre has intensified efforts to address rising insecurity in Plateau State by organizing a standard operating procedure (SOP) validation workshop for members of Operation Rainbow, the state-owned security outfit.

The initiative aims to improve coordination among security agencies and strengthen community-focused policing.

The workshop, held in Jos, carried the theme, “Improving Community Security Initiative for Accountable Service Delivery.”

It was supported by the Strengthening Peace and Resilience in Nigeria (SPRiNG) Programme, a UK Foreign, Commonwealth and Development Office initiative implemented by Tetra Tech International Development in partnership with the Kukah Centre.

Representing the Plateau State Commissioner for Justice, Philemon Daffi, Mrs. Plangnan Alfred emphasized the government’s commitment to security.

She highlighted the urgent need for state police deployment, particularly in rural farmlands, to safeguard livelihoods and boost the local economy.

Brig. Gen. Gakji Shipi, coordinator of Operation Rainbow, represented by Mrs. Fadasah Binta, noted that the SOP would guide the outfit’s operations and improve collaboration with other security agencies.

“Operation Rainbow emphasizes early warning systems to enable swift responses from relevant security bodies,” she said.

Julie Sanda, Director-General of the Plateau Peace Building Agency, represented by Mrs. Gladys Edmund, stressed the importance of accountability, trust, and institutional synergy in addressing complex security challenges.

SPRiNG North Central Coordinator, Sitdang Mujidang, added that the program strengthens coordination and accountability across state security outfits.

Bamber Terseer, project manager at the Kukah Centre, explained that the initiative focuses on reviewing legal frameworks, developing SOPs, providing specialized training, and fostering strong community relationships.

The workshop brought together stakeholders from the Police, NSCDC, Operation Rainbow, and civil society organizations, aiming to finalize SOPs and enhance Operation Rainbow’s effectiveness in tackling insecurity across Plateau State.
