Your Excellency,
Appeal for the Expansion of the Presidential Amnesty Programme for Greater Impact in the Niger Delta
We write to you as the leadership of the Niger Delta Ex-agitators Forum, and on behalf of concerned stakeholders and people of the Niger Delta, to respectfully appeal to your administration to expand the scope, reach and funding of the Presidential Amnesty Programme (PAP).
Your Excellency, the Niger Delta is home not only to the over 30,000 ex-agitators captured in the Presidential Amnesty Programme, but to millions of others (people and families) whose lives and communities have been directly affected by decades of environmental degradation, economic deprivation, youth restiveness and the consequences of militancy in the oil-producing region.
The Presidential Amnesty Programme was established not merely as a government intervention, but as a strategic peace-building initiative designed to address the root causes of conflict, rehabilitate and empower former agitators, and create an environment conducive to sustainable peace and development in the Niger Delta.
Today, it is difficult to overstate the importance of the programme to the relative peace being enjoyed across the region. The PAP has become one of the critical pillars supporting the continued stability of the Niger Delta.
However, Your Excellency, the realities on the ground have evolved, and the programme must evolve with them.
The number of Niger Delta youths and other vulnerable persons in need of meaningful intervention is far greater than the number currently benefiting from the programme. Thousands of young people remain in need of quality education, vocational training, skills acquisition, employment opportunities and sustainable means of livelihood.
It is against this background that we respectfully appeal to Your Excellency to expand the scope of the Presidential Amnesty Programme beyond its existing beneficiaries, particularly through education, human capital development and sustainable empowerment.
Dr. Dennis Otuaro and the Renewed Emphasis on Education
Your Excellency, we must also acknowledge the direction the Presidential Amnesty Programme has taken under the leadership of its current Administrator, Dr. Dennis Otuaro, particularly in the area of education and scholarship.
The emphasis placed on educational empowerment and human capital development under Dr. Otuaro has demonstrated an important truth: the most sustainable form of empowerment is one that equips young people with knowledge, qualifications and skills that can serve them throughout their lives.
The increased attention to scholarships and educational advancement has opened the eyes of many people across the Niger Delta to the imperative of building the future of our youths through education.

For many families in the region, education is increasingly being recognised not merely as a benefit of government intervention, but as a powerful instrument for breaking the cycle of poverty, unemployment, dependency and social vulnerability.
The educational interventions of the PAP have also helped to broaden the understanding of what genuine empowerment means. Empowerment should not always be measured by immediate financial assistance or the N65,000 monthly stipend which most beneficiaries were so dependent on until Dr. Dennis Otuaro came into office to open their eyes to the possibilities that come with education.
A university degree, professional qualification, technical skill or postgraduate education can give a young person the capacity to become self-reliant, secure meaningful employment and contribute to the development of his or her community.
This is why we believe that the educational direction of the PAP deserves not only to be sustained but significantly expanded and institutionalised as one of the central pillars of the programme.
Education as the New Frontier of Amnesty
Your Excellency, if the ultimate objective of the Amnesty Programme is lasting peace, then education must occupy a central position in its future.
The experience of PAP has shown that when young people are given access to quality education and meaningful opportunities, they are more likely to see a future beyond conflict, unemployment, frustration and social exclusion.
We therefore appeal to Your Excellency to increase substantially the funding for the programme to increase its reach through increased scholarships and educational opportunities available through the programme, covering tertiary, vocational, technical and postgraduate education.
There are thousands of brilliant young Niger Deltans who possess the ability and determination to succeed but lack the financial resources to pursue higher education. Many are willing to acquire knowledge and skills but remain constrained by economic circumstances.
While so much has been done for the youths in education through the window of impacted communities, there are so many eligible Niger Delta youths who are still helpless and struggling because of financial limitations in the PAP.
This has resulted in a lot of protests against the administrator of the programme, Dr. Dennis Otuaro, and most of these are coming from people from impacted communities and some gullible ex-agitators who are seeking educational opportunities and increased monthly salaries at the same time – even when the reality on ground shows the number of people seeking help from the PAP is over 200 times greater than what the programme can accommodate.
Expanding the educational component of PAP would therefore not simply be an increase in government expenditure. It would be a strategic investment in peace, national security, human capital development and the future of Nigeria.
We respectfully appeal for an upward review of the budgetary provision and scope of the programme to enable the PAP to:
- Increase the number of scholarship beneficiaries under the Presidential Amnesty Programme.
- Expand access to universities, polytechnics, colleges of education and other tertiary institutions for qualified Niger Delta youths.
- Strengthen vocational and technical education, particularly in areas such as engineering, maritime services, agriculture, information technology, renewable energy and other emerging sectors of the economy.
- Increase postgraduate scholarship opportunities, including Master’s and doctoral programmes within Nigeria and at reputable institutions abroad.
- Establish stronger partnerships with Nigerian universities, technical institutions and reputable international institutions to provide quality education, professional certification and globally relevant skills.
- Expand skills-acquisition and entrepreneurship programmes to enable beneficiaries to transition from training into sustainable employment and enterprise.
- Create additional educational and skills-development opportunities for vulnerable Niger Delta youths who fall outside the traditional classification of ex-agitators, particularly those at risk of unemployment, poverty and social exclusion.
Expanding the Vision, Not Abandoning the Foundation
Your Excellency, we are not asking that the original purpose of the Presidential Amnesty Programme be abandoned. Rather, we are asking that its vision be broadened to meet the realities of a new generation.
The programme has demonstrated that peace can be sustained when young people are given hope, dignity and meaningful opportunities.
The renewed emphasis on education under Dr. Dennis Otuaro has further reinforced this lesson.
The more young people we educate, the more young people we empower. The more young people we empower, the stronger the foundation for lasting peace in the Niger Delta.
This is why we believe the next phase of PAP should be characterised by expansion, inclusion and deeper investment in human capital.
We urge Your Excellency to consider the current achievements and lessons of the programme as a foundation upon which an even broader and more impactful intervention can be built.
Peace Must Be Sustained
Your Excellency, the peace being enjoyed in the Niger Delta today did not happen by accident. It was achieved through years of engagement, sacrifice, dialogue and government intervention.
The Presidential Amnesty Programme has played a significant role in that process.
But peace cannot be taken for granted.
A young person without education, employment or hope for the future can easily become vulnerable to criminality, political manipulation and renewed agitation. Conversely, a young person who has access to education, skills and legitimate economic opportunities is more likely to become an agent of peace and development.
This is why we believe that the best way to consolidate the gains of PAP is to expand its reach and ensure that more young people are given a genuine stake in the future of the Niger Delta and Nigeria.
We respectfully urge Your Excellency to direct a comprehensive review of the programme with a view to accommodating more beneficiaries, particularly through education, entrepreneurship, skills acquisition and sustainable employment initiatives.
We also appeal for greater funding and institutional support for PAP so that it can adequately respond to the changing realities and emerging needs of the Niger Delta.
A Legacy of Sustainable Peace
Your Excellency, your administration has repeatedly spoken about renewing hope, empowering Nigerians and building a prosperous nation. The Niger Delta provides an important opportunity to demonstrate that commitment.
An expanded Presidential Amnesty Programme would not only empower thousands of young people; it would strengthen the foundation for sustainable peace, security and development across the oil-producing communities.
The progress recorded in the educational component of PAP has shown what is possible when government invests directly in the future of its people. We believe that the gains made under Dr. Dennis Otuaro should become the foundation for an even more ambitious educational and empowerment programme.
The Niger Delta needs more opportunities, not merely temporary interventions.
Our young people need education, skills, employment and hope.
They need to believe that they have a future worth protecting and a country in which their talents and abilities can find expression.
Mr. President, we therefore respectfully appeal to you to expand the Presidential Amnesty Programme and extend its educational, skills-development and empowerment opportunities to more Niger Deltans.
Such a decision would be more than an expansion of a government programme. It would be an investment in peace, an investment in human capital, an investment in national security and, ultimately, an investment in the future of Nigeria.
If we educate our youths, empower them and give them a stake in society, we will strengthen the peace of today and secure the stability of tomorrow.
We therefore call on Your Excellency to seize this opportunity to deepen the impact of PAP, broaden its beneficiaries and strengthen its educational component as a lasting legacy of your administration in the Niger Delta.
