FG, States Grant Mercy to 8,300 Inmates

National News – No fewer than 8,300 inmates across Nigeria have received pardons or sentence reductions between January 2022 and March 2026, as federal and state authorities intensify efforts to reduce overcrowding in correctional centres.

The decision forms part of ongoing justice reforms aimed at easing pressure on custodial facilities and improving the country’s correctional system.

Available records from media reports, state government announcements, and the Nigerian Correctional Service indicate that hundreds of inmates have benefited from the exercise each year.

Authorities typically grant these pardons through recommendations made by Prerogative of Mercy Committees, which review eligible cases and advise government officials on compassionate releases or sentence adjustments.

Data shows that about 707 inmates were granted relief in 2022. The number increased significantly in 2023, when approximately 4,678 inmates benefited from presidential and state-level interventions.

The figure later declined to 1,843 inmates in 2024, while more than 850 inmates were pardoned in 2025.

In the first few months of 2026, over 240 inmates have already received similar relief measures.

The sharp increase recorded in 2023 was largely driven by a nationwide intervention carried out in November that year.

During the initiative, fines imposed on thousands of inmates were paid through a Federal Government–supported programme that also attracted financial contributions from private sector partners.

This effort helped secure the release of more than 4,000 inmates from correctional centres nationwide.

Despite these efforts, overcrowding remains a serious concern within Nigeria’s correctional facilities.

Reports indicate that more than 50,000 inmates are still awaiting trial across the country.

Many of these individuals face serious charges such as armed robbery, murder, and culpable homicide, which often require lengthy investigations and prolonged court proceedings.

To tackle the challenge more sustainably, the Federal Government has announced plans to transform correctional centres into productive facilities that focus on rehabilitation and reintegration.

The proposed initiative aims to introduce agricultural projects and vocational training programmes through public-private partnerships.

Officials say the reform will equip inmates with practical skills, improve their chances of reintegration into society, and help reduce repeat offences.

Authorities also believe the initiative will shift correctional facilities away from mere detention centres toward institutions that promote transformation, productivity, and a second chance for offenders.
